2005 PHOENIX ASA J.O. RULES For Local Tournaments Only
THESE RULES ARE INTENDED FOR USE IN ALL 2005 ASA SANCTIONED EVENTS WITH THE EXCEPTION OF THOSE EVENTS 
DESIGNATED AS CHAMPIONSHIP PLAY.  ALL ASA JO RULES APPLY WITH THESE EXCEPTIONS AND ADDITIONS.
1.  TIME LIMITS:
A.     3 Game guarantee
·  Pool & Elimination Play:  No new inning can begin after 1 hour & 30 minutes.
·  Championship Games:  No new inning can begin after 1 hour & 45 minutes.
B.     4 Game Guarantee
·  Pool Play: No new inning can begin after 1 hour & 20 minutes.
·  Elimination Play: No new inning can begin after 1 hour & 30 minutes.
·  Championship Games: No new inning can begin after 1 hour & 45 minutes.
C. Double Elimination 
No New Inning After 1 hour and 30 Minutes in Tournament Play
No New Inning After 1 hour 45 minutes in Semifinals, Championship and If games
2. FORFEIT TIME:  Game time is forfeit time.
3.  RUN RULES:
12 runs after 3 innings
10 runs after 4 innings
  8 runs after 5 innings
15 runs after any complete inning
10 and Under ONLY: 6 RUNS PER INNING.  The side is retired when six runs have scored or three outs
EXCEPTION:  All runs score that are the result of continuous action in which the 6th run scores.
4. TIES IN POOL PLAY:  If the game is tied when time has expired and the inning is completed, the game will remain a tie score.
  
Exceptions:
·  In pools with only two teams, the game in the pool must have a winner.  If a pool game is tied at the end 
of 7 Innings, and time has not expired, the international Tie Breaker process will be used in the 8th
inning and every inning thereafter until a winner is decided or time expires.  If the game is 
still tied when time expires and the inning in progress is completed, the game will reamin a tie score
TIES IN BRACKET PLAY:  If the score is tied at the end of 7 innings or when time expires (whichever comes first) the 
Tie Breaker will be used in the next inning and every inning thereafter until a winner is decided.
5. UNIFORMS:
A. Teams must be in like uniforms.  Uniforms must have numbers.
B. Player uniforms may not be tied across the back. The uniform number must remain completely visible. 
Shoulder ties are allowed.
C. The coaching staff is to be neatly attired and/or dressed in a team uniform in accordance with the color code of the team.  
A professional appearance will be maintained in accordance to ASA Rule 4, Section 8.
D. Per ASA Rule 4, Section 8, no communication equipment is allowed between dugout and coaches, players or spectators.
6. LINEUPS:  The team lineup will be given to the plate umpire and the opposing team.
7. BALL ROTATION:  Ball rotation will be enforced.
8. COACHES ON THE FIELD: No defensive coach is allowed on the field on defense at anytime.  
 All gates must be closed during the game.  Buckets/stools are not allowed on the field.
9. TEAM HUDDLES:  In the interest of speeding up the game, teams may not huddle prior to taking defense, after the pitcher’s 
warm-ups or after making an out.
10. SCORECARDS: The plate umpire will take two identical scorecards to each game with all information except home team and 
final score. When home team is decided, the umpire will mark it on each scorecard and give a card to each team with 
instructions that they are to turn in the card with the final score to the tournament staff.
The umpire will verbally report the final score to the tournament staff.
11. GENERAL INFORMATION:
A. Game time starts at the end of the pre-game meeting with the coaches.
B. Games will start at the scheduled time or 10 minutes after the end of the previous game, whichever is later.
C. Any player warming up a pitcher anywhere must wear a helmet, mask & throat protector.  Definition of warming up:  
One player throwing underhand to another player whether catching in a crouch or standing up.
D. All batters must have chinstraps on their batting helmets and the straps are to be worn properly, snug under the chin.
12. MANAGER/COACH/PLAYER CONDUCT:
A. All managers, coaches, players and team fans or spectators are expected, at all times to display good sportsmanship.  
Note:  The team’s fans and spectators will be considered the responsibility of that team’s coach/manager.
B. Players, coaches and managers, team members, team fans or spectators will not make disparaging remarks or insulting 
remarks to or about opposing players, coaches, officials or spectators. Nor will they commit any other 
acts that could be considered unsportsmanlike conduct.
C. The penalty for violations may result in a warning being issued or ejection from the game.
D. When the umpire, usually for an unsportsmanlike act or conduct, ejects a Manager, Coach or Player from the game 
they will require the Manager or Coach to leave the grounds for the remainder of the game 
(out of sight and sound).  
The offending Manager or Coach may not remain on the bench in the dugout.  
An ejected JO player will be restricted to the dugout and not be required to leave the grounds.
E. Any manager, Coach or player ejected from a game will not be allowed to manage, coach or play in the team’s next 
scheculed game.
1.      A second offense in the same tournament, the offender must sit out the remainder of the tournament and the 
next tournament.
2.      The third offense within a season; possible suspension after an assembled hearing.
F.     Umpires are required to report all ejections to the Tournament or league staff.  The umpires must fill out 
the Ejection Report form and submit it to the Phoenix UIC within 24 hours of the ejection.
G. The tournament or league staff will insure that the manager, coach or player sits out the next scheduled game 
or the remainder of the tournament or event and disallow the ejected person to participate in any way.  
1.      The ejected manager or coach is not allowed on the playing field or in the team dugout (out of sight and sound).  
2.      Ejected players are restricted to the dugout.
